This adds a create-apk target that creates an apk for Android. It also follows necessary steps described in https://develop.kde.org/docs/packaging/android/porting_applications/ such as bundling icons.

Type: add

Setup Craft according to the instructions in https://develop.kde.org/docs/packaging/android/building_applications/ . Apply the patch in https://iron.lily-is.land/D318 to craft-blueprints-kde .
Verify you can build the apk using Craft.
After signing it using your local keys, verify you can install and use it on an Android device.
