This commit generates a coverage report for each pipeline. If the pipeline is for a Differential Revision, it will also upload the coverage information to harbormaster.

Verify that you can see a coverage report in HTML in the artifacts of the coverage-report job. Make a new Differential Revision that involves code changes, and verify that coverage information shows up in the diff.
