Add comments on why this fixes the problem

Need to implement onIncreaseAction and onDecreaseAction, otherwise accessibility tools cannot function on this scroll bar:

Given that this issue is not widespread and considering the potential for breaking accessibility, I think this diff is not suitable for acceptance.
