Like GitLab, we now support downloading the latest artifact for a certain repo and branch.

Test Plan

Verify that /plugins/lilybuild_artifacts/repos/REPO_ID/latest/REF_NAME/artifacts/archive?job=JOB_NAME&good=(0|1) downloads the correct artifact for the job.
