This commit implements opening link when it is clicked on. It also displays a tooltip when the link is hovered on.

Test Plan
  • Send a message with content [the Kazv Project](https://kazv.chat/) from kazv.
  • Hover on the link.
  • Verify that a tooltip with content https://kazv.chat/.
  • Click on the link.
  • Verify that the link opens in your web browser.
