This is the 5th part of https://iron.lily-is.land/T156 and can be reviewed together with all previous related diffs. It enables kazv to send verification request to other devices.

Type: add

Go to the user page of some user. Look at the device list and pick a device. Click on the lock button on the right. Check that you are brought to the "Device Verification" page. Check you can complete the verification when the other party is kazv and when the other party is not kazv.
